Samantha Dickey serves as the Assistant Commissioner for Postsecondary Policy at the Missouri Department of Higher Education and Workforce Development. In her role, she oversees the department’s regulatory functions related to higher education system coordination and strategic initiatives designed to meet the department’s educational attainment and labor force participation goals. Samantha has been with the agency for over ten years, previously serving in legislative, project management, and policy development roles. Through her work, she has strived for systems that support student success so individuals can achieve their full potential. Samantha holds a Master of Public Administration from Arizona State University and a Bachelor’s degree in Linguistics from Truman State University.

Kate Herrell, EdD

Dr. Kate Herrell has a track record of successful leadership in academic affairs and student success in higher education. She holds and EdD in Education Leadership and an MA in Education from Lindenwood University, an MBA from Maryville University, and a BA in Music from Truman State University. During her career she has served as a faculty member focused on the art and science of K12 teaching in Music and the Arts and as an administrator creating and maintaining systems that support teaching and learning. After almost two decades at Lindenwood University, Dr. Herrell served as a campus Vice President of Instruction and Student Services at Metropolitan Community College in Kansas City. Her most recent appointment is serving as president of the Wildwood Campus at St. Louis Community College. She is passionate about campus leadership and believes deeply in the mission of the community college to provide affordable, accessible, quality higher education for all.
